Victor Cirilo | Principal

Victor Cirilo has over 20 years of experience in the fields of affordable housing and public policy.

Cum Laude graduate of Rutgers University Newark with a Masters Degree in Public Administration

He is an expert at leveraging private and public finance and at creating non-profit community housing development corporations, private affiliates, and identities of interest to manage these partnerships

Victor has worked with agencies of all sizes and has leveraged numerous initiatives utilizing public housing capital funds, low income housing tax credits, community development block grant funds, developer fees, and HUD HOME funds

As the Director of the Housing Authority of the City of Passaic, he closed the first HUD Rental Assistance Demonstrating Program (RAD) deals in New Jersey and is currently working on 24 different deals at the Newark Housing Authority.

Experienced at creating non-profit community housing development corporations, private affiliates, and also utilizing non-profits as affordable housing development partners.

Personally, he is the president of the NJ Chapter of the National Association of Housing and Redevelopment Officials.

He has also served two terms as Councilman in the Township of West Orange, NJ. In 2007 he was honored as a Grand Marshall of the New Jersey Hispanic Parade and in 2012 he was selected by the Boys & Girls Club as Councilman of the Year.
Joseph E. Branco | Principal

Joseph grew up in affordable housing in Brooklyn NY. This experience shaped his future from his earliest memories. Living in affordable housing prompted a motivation to get a great education, to pursue his dreams and to have financial freedom. But it also instilled in him a great sense of community, looking after neighbors and friends and sharing your time and resources with those in need.

First in his family to graduate from a 4 year university, Joseph completed his degree in Hotel Restaurant Management from NYU and immediately jumped into demanding roles in the NY hotel and restaurant scene..

Opened his first business, a bar/night club, in Hoboken NJ in 1998 and over the course of 20 years, owned and operated several bars and other businesses.

Over the course of 20 years he has owned and operated several bars and has developed, owned and operated real estate throughout Hudson County, NJ.

Over the last 10 years, Joseph led 3 mission trips to Dominican Republic bringing fire trucks and thousands of pieces of fire equipment and gear to dozens of municipalities on the island.

In 2019 he worked in partnership with his local community of Hoboken NJ to bring police cars to Puerto Rico.

Recipient of the Hispanic Entrepreneur of the year 2013 from the NJ Senate and General Assembly
